DNR North Shore State Parks Accessibility Improve

The Minnesota Department of Natural Resources (DNR) is seeking proposals from consulting engineering firms to provide professional services for accessibility improvements at Tettegouche and Grand Portage State Parks. The project includes reconstruction of roads, parking facilities, and trails, as well as installation of accessible campsites, vault toilets, and water spigots. The selected firm will be responsible for surveying, designing, and constructing the improvements, as well as providing construction inspection and contract administration services. The project is funded through the Get Out More state funding program and is expected to be completed by December 2027. • The project includes reconstruction of 2300 LF of up to 16 ft wide bituminous one-way road serving the campground. • Evaluate and design reconstruction and/or resurfacing options on 1,100 LF of campground road providing access to the one-way campground loop. • Accessible parking improvements at the current campground shower building. • Accessible route to campground shower building from accessible parking and accessible campsites. • Electrical improvements at 5 current electric serviced campsites with existing service breaks or functionality issues. • Up to 2 accessible vault toilet (supplied by DNR) installations. • 6-8 Accessible campsites (walk in, electric, and non-electric, 2 minimum per type). • 1 Accessible water spigot (design standard supplied by the DNR). • Full reconstruction of a 22-site trailhead bituminous parking facility to accessibility code, with associated stormwater improvements. • Full bituminous trail reconstruction of a 2300 ft, 8 ft wide trail. • Minor trail re-alignment of 200 to 300 ft of trail, with a maximum displacement from the existing centerline of 10 ft. • Accessible landings, resting areas, and benches. • Hydraulic design and placement of new minor hydraulic structures (less than 48” in diameter). • Hydraulic design and placement of new wooden box culvert. • Minor concrete improvements on existing curb and sidewalk to meet accessibility standards. • Design plans for installation of an owner-supplied vault toilet that meets accessibility standards. • Redesign and replacement of wooden step infrastructure at the end of the High Falls bituminous trail to the High Falls viewing platforms meeting current building code and standards.
