The Evesham Township School District is seeking a qualified Energy Services Company (ESCO) to develop and implement a comprehensive Energy Savings Plan (ESP) for all district facilities under New Jersey’s Energy Savings Improvement Program (ESIP). The contract will cover an Investment‑Grade Energy Audit, detailed design of energy‑conservation measures (ECMs), financing coordination, construction management, commissioning, and optional performance guarantees over a multi‑year term. The selected ESCO must provide measurement‑and‑verification, training, and post‑construction support while ensuring the project is cash‑flow positive and financed primarily through district savings or a refunding bond.
• Perform a district‑wide Investment‑Grade Energy Audit (IGEA) and produce a detailed Energy Savings Plan with cost‑benefit analysis for each ECM.
• Design, procure, install, and commission ECMs such as LED lighting, occupancy sensors, EMS, and potential renewable/CHP systems across ten facilities totaling ~785,000 sq ft.
• Coordinate financing (refunding bond or lease‑purchase), manage construction, provide M&V per IPMVP, and optionally guarantee that annual savings meet or exceed project costs for a 15‑ to 20‑year contract term.
