The Defense Production Act Title III Expansion of Domestic Production Capability and Capacity funding opportunity announcement is a hybrid solicitation that includes an open funding opportunity announcement and a funding opportunity announcement with calls. The Air Force Research Laboratory, Materials and Manufacturing Directorate, is soliciting white papers and proposals for projects that fall under three topic areas: Sustainment of Critical Production, Commercialization of Research and Development Investments, and Scaling of Emerging Technologies. The government intends to award a Technology Investment Agreement (TIA) for each project, with a total cost of up to $9 billion, comprising multiple projects with each project sized to address specific industrial base shortfall requirements. The period of performance for an individual award is not expected to exceed 10 years. Key aspects of the opportunity include: • The government is seeking domestic sources as defined in the Defense Production Act of 1950. • Proposals will be evaluated based on five factors: Manufacturing Capability and Experience, Quality of Technical Approach, Business Viability, Merchant Supplier Orientation, and Cost/Price. • The government reserves the right to award some, all, or none of the proposals. • Offerors must provide proof of meeting the domestic source requirement and must show how the project addresses each of the Defense Production Act Title III criteria. • The government intends to review white papers semi-annually, and offerors may be asked to submit a technical and cost proposal based on the review.
