Description

The Collier County Board of County Commissioners is seeking a qualified vendor to implement and operate a Trap-Neuter-Vaccinate-Release (TNVR) program for feral cats in the county. The program aims to humanely manage and reduce the population of free-roaming cats through sterilization, vaccination, and community-based release practices. The selected vendor will be responsible for trapping, transporting, and providing temporary housing for cats, as well as coordinating with the county's Domestic Animal Services (DAS) for veterinary services. The vendor will also be required to maintain accurate records and provide regular reports to DAS. Some key responsibilities of the vendor include: • Trapping and community coordination, including maintaining constant communication with DAS and prioritizing trapping in areas identified as high priority. • Transportation and short-term housing of cats, including providing suitable and sanitary housing facilities that comply with Collier County building, zoning, and environmental health requirements. • Monitoring and care of cats, including following written veterinary instructions and providing appropriate bedding, food, and water. • Surgery scheduling and control, including coordinating logistics with DAS and ensuring that all TNVR surgery appointments are scheduled by DAS or in accordance with DAS-established scheduling procedures. • Standard TNVR veterinary package, including spay or neuter surgery, rabies vaccination, and FVRCP vaccination.

Budget estimate

$150,000 – $300,000

The budget for this opportunity is based on a reimbursement structure, where the county reimburses the vendor per cat based on determinations made by a licensed veterinarian and the county manager or designee. The reimbursement tiers are as follows: Tier 1: $25.00 per healthy, sterilized, vaccinated, and returned community cat. Tier 2: $10.00 per cat requiring extended medical treatment. Tier 3: $10.00 per cat determined to be adoptable. Tier 4: $5.00 per cat requiring humane euthanasia. Assuming an average reimbursement of $15.00 per cat, and considering the program's goal of reducing the population of free-roaming cats, the estimated budget could range from $150,000 to $300,000 per year, depending on the number of cats processed through the program. Factors that may influence the likely payment range include the vendor's ability to trap and process a large number of cats, the effectiveness of the program in reducing the cat population, and the county's budget for the program.
