The City of Florissant is seeking competitive proposals from qualified vendors for the supply of Bulk Hot Mix Asphalt (HMA) for their upcoming fiscal year road maintenance, resurfacing, and patching operations. The successful proposer will be required to supply various grades of HMA on an as-needed basis. The contract shall run for a one-year period, effective June 15, 2026, through June 14, 2027, with the option to renew for two additional one-year contract periods if agreeable to both the City and the Vendor. • The City is seeking a reliable supply of high-quality asphalt that meets strict state and local DOT specifications. • The contract includes an emergency agreement clause, where the awarded supplier is expected to provide materials and supplies up to a 10% excess of the bid quantities in case of an emergency. • The City reserves the right to reject any and all bids. • The bidder must confirm that they have exhausted every effort to use American-made products and that their bid is made without any previous understanding, agreement, or connection with any person or firm making a bid for the same items.
