Procurement Exemption for Alternative Response Team Program

Pierce County is seeking a vendor to manage an Alternative Response Team (ART) program, a mobile on-call behavioral health service that partners with the Pierce County Sheriff's Office to respond to non-emergency, non-criminal calls where an individual is suspected of being in a mental health crisis. The program aims to provide crisis assessment and intervention, referral to services, and follow-up support to prevent or reduce future emergency calls. The vendor must have designation or authorization by the Behavioral Health Administrative Service Organization (BH-ASO) for Pierce County, a partnership with the Pierce County Sheriff's Office, experience collaborating with law enforcement in crisis response, and a current active license issued by the Washington State Department of Health as a Behavioral Health Agency. • The contract is expected to have a maximum term of 2 years and a maximum cost of $955,000. • The vendor must be able to quickly enter into a formal partnership with the Pierce County Sheriff's Office for collaboration and co-responding. • The vendor must have experience collaborating with law enforcement in crisis response. • The vendor must have a current active license issued by the Washington State Department of Health as a Behavioral Health Agency.
