The City of Mulberry, GA is seeking a qualified consulting firm to conduct a comprehensive Police Department Feasibility and Implementation Study. The study will assess current service levels provided by the Gwinnett County Police Department, model alternative service delivery options (status‑quo contract, a new municipal police department, and a hybrid Marshal‑based model), develop staffing, facilities, fleet, technology, and cost projections, and deliver a phased implementation roadmap—all within a strict 90‑day schedule and a budget envelope of $80‑$130 k. The firm must provide data collection protocols, stakeholder engagement (including public meetings), detailed cost‑benefit analyses, and a reusable financial workbook for the City’s ongoing use.
• Deliverables include a kickoff work plan, current‑state baseline, community input summary, three alternative models, draft and final feasibility reports, an executive summary, financial workbook, slide deck, and implementation Gantt chart.
• Mandatory tasks: data protocol, current‑state assessment, stakeholder engagement, alternative modeling, staffing/organization design, facilities/fleet/technology assessment, operating‑cost model, transition risk analysis, and final reporting.
