2025 and 2026 Exceptional Events Demonstration Preparation and Training

The State of Wyoming, Department of Environmental Quality, Air Quality Division is seeking a contractor to provide technical analyses, training opportunities, and drafting of Exceptional Event demonstrations for ozone and PM2.5 ambient air monitor exceedances in 2025 and 2026. The contractor will be responsible for collecting and organizing ambient air monitoring data, historical data, and wildfire data, and performing technical analyses to support the Exceptional Event demonstrations. The contractor will also provide training opportunities and draft the Exceptional Event demonstrations in accordance with EPA guidance documents. • The contractor will collect and organize ambient air monitoring data for ozone and PM2.5 monitors that exceeded the NAAQS in 2025 and 2026. • The contractor will perform technical analyses to support the Exceptional Event demonstrations, including calculation of NAAQS, collection and organization of wildfire data, and drafting of the demonstrations. • The contractor will provide training opportunities and draft the Exceptional Event demonstrations in accordance with EPA guidance documents. • The contractor will submit a technical proposal, cost proposal, and other required documents through the Public Purchase online bidding system.
