Description

The Joint Project Manager for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors is seeking a replacement for its current Shipboard Power Pack (SPP) for the Enhanced Maritime Biological Detection (EMBD) system. The SPP is an Uninterruptible Power Supply (UPS) that provides conditioned power and battery backup to the EMBD system. The contractor will be responsible for designing, testing, and delivering the new SPP. The key requirements for the SPP include providing high-quality power, protection against surges and transients, and meeting specific technical specifications. • The SPP must deliver pure sinewave AC output for nonlinear loads. • The SPP must provide low-noise DC output for critical electronic equipment. • The SPP must have low harmonic distortion and near-unity power factors. • The SPP must have protection against surges, spikes, and transients. The contractor will be evaluated based on their technical proposal, past performance, and cost/price. The technical proposal should demonstrate an exceptional approach to designing, developing, and analyzing the SPP, as well as a plan for testing, verification, and quality assurance. The past performance evaluation will be based on the contractor's record of successfully performing similar contracts. The cost/price evaluation will be based on the completeness and reasonableness of the contractor's cost/price proposal.

Budget estimate

$500,000 – $2,000,000

The budget for this contract is likely to be in the range of $500,000 to $2 million. This estimate is based on the fact that the contract is for a replacement of a current Shipboard Power Pack, which suggests that the cost of the new SPP will be similar to the cost of the current one. Additionally, the contract is expected to be a fixed-price contract, which means that the contractor will be paid a fixed amount for the delivery of the SPP, regardless of the actual cost of production. The factors that may influence the likely payment range include the complexity of the SPP design, the cost of materials and labor, and the timeline for delivery.
