The City of Colorado Springs seeks a qualified consultant to provide full‑service construction‑management, inspection, and materials‑testing for a $5 M roundabout project at 31st Street and Fontanero Street. The consultant will oversee pre‑construction coordination, daily site inspections, schedule and budget monitoring, compliance with CDOT and Davis‑Bacon requirements, and final close‑out documentation. This is a Time‑and‑Materials contract with a “Not‑to‑Exceed” ceiling defined by the vendor’s rate sheet.
• Scope includes demolition of existing culverts, installation of a concrete box culvert, roundabout construction, utility relocations, sidewalk/trail, traffic control, and asphalt paving.
• Responsibilities cover coordination meetings, shop‑drawing review via Masterworks, weekly progress reporting, payment certification, civil‑rights and labor‑compliance verification, and final as‑built delivery.
• The contract period spans roughly September 2026 through October 2027, with a pre‑construction phase ending early April 2027 followed by a 200‑day construction phase.
