The United States Space Force’s Space Systems Command is issuing a Request for Information (RFI) to gauge industry capability for a next‑generation, payload‑agnostic Rendezvous, Proximity Operations and Docking (RPO‑D) space vehicle (named VICTUS) that can be stored, launched, and operated on a rapid‑response timeline (as short as 14 calendar days from notice to launch) for FY‑29 and beyond. The RFI seeks technical data on vehicle architecture, orbital endurance (LEO, MEO, GEO), payload mass/power limits, propulsion ΔV, security clearances, digital‑engineering (DE/MBSE) readiness, and cost‑estimate (ROM) breakdowns. Respondents must provide security posture, heritage, feasibility feedback, and a high‑level block diagram, along with a rough order‑of‑magnitude cost estimate covering NRE, hardware, software, integration, testing, and recurring support.
• Identify payload‑agnostic vehicle designs compatible with a “Handle” interface and Small Launch Interface Specification (SLIS).
• Demonstrate ability to store the vehicle for up to 4 years and launch within 14 days (or 36 hours for higher readiness levels).
• Meet orbital endurance requirements (1–5 years depending on orbit) and propulsion ΔV > 500 m/s (objective > 1,900 m/s).
• Provide security clearances (CUI, SCIF, SAPF) and classified handling capability (DD Form 254).
• Show DE/MBSE toolchain compatibility with Government Furnished Information (GFI).
• Submit a ROM estimate and detailed technical response by 18 Oct 2026.
