Description
The Space Development Agency (SDA) is issuing an IDIQ‑type RFP for the design, construction, integration, testing, and sustainment of multiple Ground Entry Points (GEPs) that will receive resilient missile‑warning data from low‑earth‑orbit (LEO) satellite constellations. The effort covers civil‑engineering site work, RF and optical antenna systems, communications shelters, networking equipment, test‑hardware training, and ongoing maintenance across globally dispersed locations. Offerors must submit a technically compliant, price‑filled proposal by the deadline, provide CUI/controlled‑information handling procedures, and meet small‑business participation and security requirements.
• Scope includes civil‑engineering design and construction of GEP sites, procurement and installation of dual‑band S/Ka RF antennas, optical ground terminals, shelters, power and networking equipment, and associated test‑and‑validation activities.
• Contract structure is an IDIQ with a base period (31 Mar 2027‑30 Sep 2031) and optional extensions through 2035; pricing is primarily firm‑fixed‑price with cost‑reimbursable travel and ODC line items.
• Proposals must be submitted electronically via DoD SAFE by 16:00 ET on 23 Nov 2026; questions are due by 2 Oct 2026; the agency reserves the right to award no contract if funding or quality is insufficient.
