RFQ Public Notice for West Alexandria Wastewater Capacity and Planning Study

The City of Alexandria, Louisiana, is seeking qualified engineering and design professionals to conduct a comprehensive Wastewater Collection and Treatment System Capacity and Planning Study. The study aims to evaluate the city's existing wastewater infrastructure, identify deficiencies, assess capacity for future growth, and develop a 20-year plan for capital improvements. The scope of services includes: 1. Evaluating the wastewater treatment facility and collection system 2. Conducting a hydraulic analysis of the existing system 3. Identifying areas of anticipated growth and assessing capacity needs 4. Developing a prioritized capital improvement plan with cost estimates The city is requesting Statements of Qualifications (SOQs) from interested firms, which should include: 1. Firm overview and experience 2. Relevant project experience 3. Project team information, including organization chart and resumes 4. Project understanding and approach 5. Insurance information 6. References from previous clients The evaluation criteria for selecting a firm will be based on: 1. Firm experience and qualifications (30 points) 2. Key personnel and project team (25 points) 3. Project understanding and approach (25 points) 4. Past performance on similar projects (20 points) The deadline for submitting SOQs is February 16, 2026. The city encourages participation from minority and disadvantaged business enterprises and has established goals for increasing contract opportunities for these businesses. The selected firm will be required to provide a comprehensive planning report, system maps and GIS layers, a prioritized capital improvement plan, and planning-level cost estimates. The firm will also be required to have professional liability insurance in the amount of $2,000,000.
