Description
Cape Fear Public Utility Authority (CFPUA) is seeking qualified consulting engineering firms to evaluate the condition of Pump Station #33 (Shamrock) and develop a Preliminary Engineering Report, detailed design plans, specifications, permitting, and bidding assistance for a potential replacement or upgrade. The selected firm will produce final contract documents ready for construction bidding, with optional construction‑administration services to be negotiated later. The scope includes field investigations, design, sewer bypass planning, permit acquisition, and bid tabulation. Submissions are limited to a 20‑page SOQ in PDF format, due by 2:00 PM on November 5, 2026. Questions must be submitted by October 21, 2026.

• Evaluation criteria: Project understanding (25%), relevant experience (25%), staff qualifications (25%), record of cost‑control success (25%)
