Description

The U.S. Navy is soliciting a contractor to repair, overhaul, test, and certify Blade Propeller, AI (NSN 73030‑R826444‑3) items. The work includes disassembly, cleaning, inspection, replacement of defective components, reassembly, and functional testing to return each propeller to a Ready‑For‑Issue (RFI) condition. All repairs must follow the latest approved drawings, technical manuals, and MIL‑STD requirements, with strict configuration management, quality assurance (ISO 9001/AS9100), and marking standards. The contractor must provide all labor, facilities, tooling, and new parts unless otherwise furnished, maintain documentation for traceability, and coordinate any deviations or beyond‑economic‑repair determinations with the contracting officer and DCMA. • Repair, overhaul, and upgrade of Blade Propeller, AI items (NSN 73030‑R826444‑3). • Compliance with MIL‑STD‑130 markings, MIL‑STD‑454 (or IPC/EIAJ‑STD‑001C), and relevant Navy specifications. • Requirement to supply all necessary parts, tools, and test equipment; no government‑furnished tooling. • Mandatory quality system (ISO 9001/AS9100) and calibration program (ANSI/NCSL Z540.3). • Configuration management, documentation, and reporting of any BER, OAR, or MOI conditions. • Inspection, testing, and acceptance procedures performed at the contractor’s facility (addressed to Hamilton Sunstrand Corp, Windsor Locks, CT). • Delivery of repaired propellers and associated records to the Navy for final acceptance.

Budget estimate

$500,000 – $5,000,000

The solicitation does not disclose a contract value. Based on typical Navy repair contracts for specialized propeller overhauls—covering labor, tooling, parts, testing, and documentation—the total award could range from a few hundred thousand dollars for a limited number of units to several million dollars if multiple propellers or a larger repair backlog are included. Factors influencing the final amount include the quantity of propellers, extent of repair (simple refurbishment vs. major overhaul), cost of replacement parts, and any required engineering support. A reasonable estimate is $0.5 M – $5 M.
