M839 25.4mm Decoy Cartridge, XM20 and M1A1/M1E2 Countermeasure Chaff

The US Army Contracting Command - Rock Island (ACC-RI) is conducting market research for the M839 25.4mm Decoy Cartridge. The decoy cartridge provides protection for US aircraft against advanced surface-to-air missile (SAM) weapon systems. The requirement is for the manufacture, assembly, inspection, testing, packaging, and shipping of the M839 Decoy Cartridge. The potential contractor must have the capability to produce the decoy cartridge in accordance with a Government Technical Data Package (TDP), drawings, and performance specifications. • The contractor must have experience in explosives processing and manufacturing. • The contractor must have the ability to obtain necessary resources, including technical, manufacturing, and personnel. • The contractor must have a plan to mitigate risks related to obtaining materials, price impacts, and production stability. • The contractor must be certified to receive export-controlled technical data. • The contractor must have an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP).
