TOS No. 25-167 - Palisades Branch Library Replacement Project

The City of Los Angeles, Bureau of Engineering’s Geotechnical Engineering Division is issuing a Task Order Solicitation (TOS No. 25‑167) for the Palisades Branch Library Replacement Project. The consultant will review existing geotechnical documentation, develop a health & safety plan, conduct geophysical investigations, perform field exploration (drilling, logging, hollow‑stem auger borings, infiltration tests), carry out laboratory testing, and prepare a comprehensive geotechnical investigation report. Additional scope includes environmental soil sampling, analytical lab testing, and a limited Phase II Environmental Site Assessment. The work does not require the consultant to obtain permits, but any sub‑consultants must be registered with the City’s RAMP system. Only the three pre‑qualified firms on the on‑call list (Verdantas, Inc.; Geosyntec Consultants; Fugro USA Land, Inc.) may be awarded the task order. • Review and synthesize existing geotechnical reports and related data. • Develop a site‑specific health & safety plan. • Conduct geophysical surveys and subsurface investigations (drilling, HSA borings, infiltration tests). • Perform laboratory testing of soils and environmental samples. • Deliver a full geotechnical investigation report and a limited Phase II ESA report. • Coordinate with City inspectors; no permit acquisition required by the consultant. • Sub‑consultants must be pre‑qualified and registered in the City’s RAMP system.
