Description

The Naval Air Systems Command (NAVAIR) intends to award a delivery order under Basic Ordering Agreement (BOA) to Bell Boeing on a sole source basis for non-recurring engineering efforts to redesign the current Engine Air Particle Separator (EAPS) Blowers and Inlet Guide Vanes (IGVs) on United States Navy (USN) and United States Marine Corps (USMC) V-22 Osprey aircraft. The redesign is intended to improve the functionality of the blower and improve performance to its intended state. Contract deliverables will include engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, and test reports. • The redesign of the EAPS and IGV are intended to improve the functionality of the blower and improve performance to its intended state. • The current EAPS and IGV stall in areas of the flight envelope where a stall should not occur, which poses a safety risk to aircraft and aircrew. • The period of performance for these task orders will be one year during Calendar Year 2026. • Bell Boeing is the sole designer, developer, and integrator of the above engines and is uniquely qualified to provide the complete range of program support required by the fleet.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity is likely to be in the millions of dollars, given the complexity and scope of the redesign effort. The fact that Bell Boeing is the sole designer, developer, and integrator of the V-22 Osprey aircraft engines suggests that the company has a significant amount of expertise and resources invested in the program. The non-recurring engineering efforts required for the redesign will likely involve a substantial amount of labor, materials, and testing, which will drive up the cost. Additionally, the fact that the government is awarding a sole source contract suggests that the budget will be higher than if the contract were competitively bid. A rough estimate for the budget could be between $5 million and $20 million, depending on the specifics of the redesign effort and the resources required.
