The Department of War (DoW) is seeking whitepapers from qualified members of its Drone OTA Consortium for complete unmanned ground vehicle (UGV) systems to be demonstrated at the “GroundBreaker 1” exercise at Camp Grafton, ND, in mid‑October 2026. Vendors must be existing consortium members, have active SAM/UEI and WAWF registrations, and comply with CUI, ITAR, EAR, and NIST 800‑171 requirements. The solicitation proceeds in three phases: Phase I – a 5‑page whitepaper; Phase II – live demonstration at the field site; Phase III – invitation‑only full proposal for a prototype OTA award. Evaluation criteria focus on technical concept, mission‑profile fit (RSTA, logistics, EOD, SAR, force protection, CASEVAC, etc.), autonomy, interoperability, production readiness, and cost estimates (ROM). Submissions are due 4 Sep 2026 (initial cut‑off) with rolling acceptance thereafter.
