Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions

The United States Air Force is seeking proposals for the Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions. The acquisition will replace the current United States Air Forces in Europe - Air Forces Africa Base Operations Support (UABOS) Services Contract. The scope of work includes base operating support services in Turkey and Spain. The contract is expected to be an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle with a Firm-Fixed-Price (FFP) pricing structure. The contract duration is expected to be 5 years for the T-BOS contract and 7 years for the S-BOS contract. Key considerations for offerors include mandatory workforce inheritance, collective labor agreements, and currency fluctuation risks. • The successor contractor is required to inherit the incumbent workforce and their associated rights, obligations, and seniority. • The contract is subject to collective labor agreements in Turkey and Spain, which mandate wage and benefit increases. • The contract is priced and paid in U.S. Dollars (USD), but all Turkish Direct labor costs are incurred in Turkish Lira (TRY), creating significant financial risk due to the volatility of the exchange rate. • The Government has developed a unique EPA clause, currently designated as "H-1, Combined Labor and Currency Clause" (C-LAC), to mitigate the risks associated with labor and currency fluctuations.
