The National Oceanic and Atmospheric Administration (NOAA) is soliciting research proposals under the Small Business Innovation Research (SBIR) program. The program aims to stimulate technological innovation in the private sector, strengthen the role of small business in meeting federal research and development needs, and increase private sector commercialization of innovations derived from federal research and development. The SBIR program is a three-phase program, with Phase I focusing on feasibility research, Phase II on research and development, and Phase III on commercialization.
• The program is open to small businesses with the capability to conduct research and development in topic areas listed in the announcement.
• The primary employment of the principal investigator must be with the small business concern at the time of the award and during the conduct of the proposed project.
• A minimum of two-thirds of the research and/or analytical effort must be performed by the awardee in Phase I, and a minimum of one-half of the research and/or analytical effort must be performed by the awardee in Phase II.
• The total cost for all consultant fees, facility leases, usage fees, and other subcontract/sub-award or purchase agreements may not exceed one-third of the total award in Phase I and one-half of the total award in Phase II.
• The research and development work must be performed in the United States, unless a deviation is approved in writing by the funding agreement officer.
