CDBG Grant Writer

The City of Manchester is seeking a grant writer to assist with the preparation and administration of a Community Development Block Grant (CDBG) project. The project involves water and sewer infrastructure improvements and housing components. The selected firm will provide grant writing, grant administration, and related services, including preparation of the grant application, environmental review record, and draw/disbursement requests. The firm will also assist with financial administration, public hearings, and funding agency monitoring visits. • The project is subject to federal and state contract provisions, including Section 3 of the HUD Act of 1968. • The City of Manchester abides by various laws, including Title VI of the Civil Rights Act of 1964 and the Americans with Disabilities Act of 1990. • The project may be subject to the Build America, Buy America Act (BABA), which requires the use of American-made products. • The selected firm will be required to provide a statement of qualifications, federal funds grant writing and administration experience, and key personnel qualifications. • The firm will also be required to provide a scope and level of service proposed, experience with similar projects, and a list of references.
