Strengthening America’s Manufacturing and Defense Industrial Base

The U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC) is managing the Cornerstone Other Transaction Agreement (OTA) to strengthen America's manufacturing and defense industrial base. The program aims to create a broad-based, flexible, and enduring public-private consortium focused on strategic strengthening of the U.S. manufacturing and defense industrial base. The program will award prototype projects related to several topics, including advanced packaging, advanced electrification demonstration, defense supply chain and workforce readiness program, rare earth element demonstration, and scaling commercial grade packs and frames. The anticipated investment for these projects ranges from $1.5M to $9.0M. To be eligible to submit a proposal and receive an award, entities must have begun the membership process, have an active registration in SAM.gov, a favorable status in Federal Awardee Performance and Integrity Information Systems, and be members of the Cornerstone Consortium with a signed Cornerstone Consortium Management Agreement. • Advanced packaging with an anticipated investment of $9.0M • Advanced electrification demonstration with an anticipated investment of $2.5M • Defense supply chain and workforce readiness program with an anticipated investment of $1.5M • Rare earth element demonstration with an anticipated investment of $4.5M • Scaling commercial grade packs and frames with an anticipated investment of $4.5M
