CITY OF NEWARK - PROGRAM YEAR 2025 2026 - EMERGENCY SOLUTIONS GRANT (ESG) GRANT - REQUEST FOR PROPOSALS

The City of Newark is seeking proposals from qualified individuals or organizations to provide emergency solutions grant services to homeless and at-risk individuals. The contract term is one year, from January 1, 2026, to December 31, 2026. Proposers must demonstrate experience in providing similar services and meet the mandatory requirements outlined in the RFP. The evaluation criteria include benefit to homeless and at-risk individuals, efforts to secure other funding, collaboration, application professionalism, activity need, consolidated plan priority, cost reasonableness and effectiveness, activity implementation, and past performance. • Key services include emergency assistance and rapid transition to housing • Eligible activities must benefit at least 80% of homeless or at-risk individuals • Proposers must demonstrate collaboration with other organizations • The City reserves the right to cancel or terminate the RFP at any time
