Description

The U.S. Geological Survey’s National Water Quality Laboratory (NWQL) is establishing a single‑award, open‑market Blanket Purchase Agreement (BPA) for pre‑filled acid vials used in Water Resource Discipline (WRD) sampling and testing. The BPA will run for two years (Sept 16 2026 – Sept 15 2028) with a total ordering ceiling of $350,000. Vendors must supply nitric, sulfuric, and hydrochloric acid solutions in 4.5 mL polypropylene vials, meeting strict purity and labeling requirements, and must provide safety data sheets and quality‑assurance documentation. Orders will be placed as firm‑fixed‑price BPA calls on an as‑needed basis; the government is not obligated to issue calls, and the contractor may decline them with 30‑day notice. All quotations must be submitted electronically by Sept 4 2026, and questions are due by Sept 2 2026. The award will be based on technical compliance and lowest price. • BPA term: 2 years, max $350k • Acid vials (nitric, sulfuric, HCl) in 4.5 mL PP vials • Quality‑control, SDS, labeling, contamination limits required • Firm‑fixed‑price BPA calls, FOB Destination to Denver, CO • Electronic quotation due 9/4/2026; questions due 9/2/2026 • Award based on technical acceptability + lowest price

Budget estimate

$100,000 – $350,000

The BPA sets a maximum ordering limit of $350,000 over the two‑year performance period. Assuming the government utilizes a moderate portion of the ceiling, a realistic revenue range for the contractor would be between $100,000 (if only a fraction of the limit is ordered) and the full $350,000 (if the maximum is reached). Factors influencing the final budget include the actual volume of vials ordered, the contractor’s unit pricing, and any price adjustments negotiated during the term.
