Community Outreach and Education Fund 2026-2028 RFP

The City of Seattle is seeking proposals for the Office of Labor Standards' Community Outreach and Education Fund (COEF). The COEF provides funding to community organizations to increase workers' awareness and understanding of rights provided by Seattle's labor standards. The selected consultants will conduct outreach and education with persons who work in Seattle. The contract period will run from July 1, 2026 to June 30, 2028, and the total amount available for these contracts is $2.44 million. The City is looking for organizations that can provide culturally relevant and language-specific outreach and education to low-wage worker communities. Some of the key areas of focus include: • Conducting outreach to low-wage workers • Conducting outreach to BIPOC communities • Conducting outreach to immigrant and/or refugee communities • Creating culturally relevant and language-specific resources and outreach materials • Developing culturally relevant and language-specific trainings and teachings complex subject matter • Providing intake counseling, referrals, or complaint resolution services to worker communities • Providing support services to workers in need, such as case management with respect to job placement, rental or other housing assistance, and community advocacy.
