Per Office of the State Comptroller contract reporter exemption request approval letter dated February 13, 2026, the New York State Department of Environmental Conservation intends to enter into a contract with the The Land Trust Alliance, Inc. to provide the Department with services to administer the Forest Conservation Easements for Lands Trusts (FCELT) grant program as outlined by EPF appropriation. Reason for advertising exemption: Single Source Award recipient: The Land Trust Alliance, Inc. Proposers shall adhere to the NYS DEPARTMENT OF ENVIRONMENTAL CONSERVATION GUIDELINES REGARDING PERMISSIBLE CONTACTS DURING A PROCUREMENT AND THE PROHIBITION OF INAPPROPRIATE LOBBYING INFLUENCE.
