Description

The U.S. Navy is soliciting contractors to repair, test, inspect, and modify Blade Propeller, AI (NSN 73030 R826444‑3, Part No. 1610‑016145786). Work includes disassembly, cleaning, component repair or replacement, reassembly, and final testing to return the propeller to a Ready‑For‑Issue (RFI) condition. All repairs must follow the approved repair/overhaul manuals, MIL‑STD‑130 markings, and applicable quality standards (ISO 9001/AS9100, MIL‑Q‑9858). The contractor is responsible for providing all labor, materials, special tooling, and test equipment; no Government‑furnished equipment will be supplied. The contract also outlines procedures for handling Beyond Economic Repair (BER), Missing on Induction (MOI), and Over‑and‑Above Repair (OAR) items, requiring DCMA concurrence for such cases. Quality assurance, configuration management, and record‑keeping requirements are detailed, with the contractor required to maintain a repair quality plan and submit inspection and test data to the Government. • Repair, overhaul, and upgrade of a specific aircraft propeller assembly. • Must use approved technical publications and adhere to MIL‑STD‑130 markings. • Contractor supplies all labor, parts, special tools, and test equipment. • Strict quality‑system compliance (ISO 9001/AS9100, MIL‑Q‑9858). • Procedures for BER, MOI, and OAR items require DCMA written approval. • Detailed documentation, configuration management, and record retention required. • Work to be performed at contractor’s facility (address listed as 1 Hamilton Road, Windsor Locks, CT).

Budget estimate

$100,000 – $500,000

The solicitation does not disclose a contract value. Based on typical Navy repair/modification orders for a single high‑value propeller assembly, the effort could require several weeks of skilled labor, specialized tooling, and new parts. A reasonable ball‑park estimate for a contract of this scope ranges from low‑six figures for a minimal repair to mid‑six figures if extensive overhaul, new components, and testing are needed. Factors influencing the final price include the extent of damage (BER vs. standard repair), need for new parts versus cannibalization, and any OAR work requiring additional engineering effort.
