Description

The City of Columbia is soliciting bids from qualified contractors to extend the existing 6-inch sanitary sewer force main that currently ends at 24238MH. The project involves lengthening the force main approximately 2,600 LF down to a larger 24-inch sewer main and terminating at 24266MH. This force main extension will reduce the likelihood of surcharging in the existing sewer line by flowing into a larger capacity sewer main. The contractor will be responsible for securing all local, state, and federal licenses and permits required by law to perform the work. The project is expected to be completed within 150 days, with an additional 30 days for contract closeout. The City of Columbia encourages participation from Local Business Enterprise (LBE), Small, Women-Owned, Minority, Veteran, or Disadvantaged or Historically Underutilized Business in accordance with SBA guidelines. Some key features of the project include: • The project requires a bid bond of 5% of the bid amount. • The contractor must provide a payment bond and a performance bond, each in an amount equal to 100% of the contract price. • The contractor must comply with the City of Columbia's Local Business Enterprise policy and the Columbia Disadvantaged Business Enterprise policy. • The contractor must provide proof of financial responsibility upon request by the City. • The project is subject to federal funding program provisions, and the contractor must comply with the conditions of federal funding. Key considerations for bidders include: • Bidders must be registered with the South Carolina Secretary of State's Office by the response deadline. • Bidders must provide a copy of their South Carolina General Contractors License with the bid. • Bidders must provide a CDBE Goal Affidavit and Good Faith Effort documentation, if applicable. • Bidders must provide a technical response, including appendices, and a bid pricing form. • Bidders must provide proof of insurance and bonding, as required by the City. The City of Columbia reserves the right to accept or reject any and all bids, and to award the contract to the lowest responsive and responsible bidder.
