The San Mateo County Probation Department is seeking proposals from qualified service providers to deliver innovative, evidence-based, and culturally responsive programs for youth and families in San Mateo County. The programs must align with the 2025-2030 Local Action Plan (LAP) adopted by the Juvenile Justice Coordinating Council (JJCC). The LAP outlines community priorities for juvenile crime prevention, intervention, detention-based services, and family supports. The Department seeks to expand and strengthen the County's network of prevention, intervention, detention-based, and reentry programs. Some examples of eligible services include counseling, behavioral and mental health services, crisis intervention, substance use prevention and treatment, mentoring, coaching, and positive youth development. The proposer should have experience in providing similar services and must meet the minimum qualifications set forth in the RFP.
• The programs should serve youth and families residing in San Mateo County, with a focus on high-need communities and populations disproportionately represented in the juvenile justice system.
• The proposer should demonstrate effectiveness in using evidence-based or promising practices with a clear link between program design, research, and outcomes.
• The proposer should ensure language and cultural access, providing linguistically appropriate services, especially Spanish, and culturally responsive care tailored to impact communities.
• The proposer should participate in the annual evaluation conducted by the County's third-party evaluator and provide timely data and performance outcomes as requested.
• The proposer should collect and submit required data, including youth demographics, program dosage and frequency, program data, and assessments.
