Description

The United States Air Force is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to produce the C-5 Battery Control Electronics Module, Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly, and Single Board Computer Circuit Card Assembly. The C-5 Battery Control Electronics Module is an aircraft component that is part of the Emergency Power System on all models of C-5 aircraft and provides means to charge the battery. The Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly converts 28VDC to 5VDC for the C-5 Aircraft. The Single Board Computer Circuit Card Assembly is a common component to four next higher assemblies and consists of an ARINC 429 communications interface and a 32-bit processor. • The C-5 Battery Control Electronics Module is currently repaired by Extant under contract FA8538-22-D-0002. • The RMC/RMSC code for the C-5 Battery Charger is R3/R. • GE Aviation is the Original Equipment Manufacturer (OEM), but through a novation agreement signed in Oct 2016, GE licensed Extant Aerospace to manufacture and repair the C-5 Battery Control Electronics Module. • The technical data required to organically repair or complete the repair is not owned by the Government and it is uneconomical to acquire the data by purchase or to reverse engineer the item. • No samples are available for potential suppliers to evaluate.

Budget estimate

$500,000 – $5,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific dollar amount. However, based on the complexity of the components and the fact that they are for a military aircraft, it is likely that the budget will be substantial. The C-5 Battery Control Electronics Module and the Edge Lighted Panel and Annunciator Dimmer Circuit Card Assembly are both complex electronic components that require specialized manufacturing and testing. The Single Board Computer Circuit Card Assembly is also a complex component that requires advanced manufacturing and testing. Given these factors, a possible budget range could be between $500,000 and $5 million. However, this is only a rough estimate and the actual budget could be higher or lower, depending on the specific requirements of the contract and the capabilities of the selected contractor. The factors that may influence the likely payment range include the complexity of the components, the quantity of components required, the manufacturing and testing requirements, and the level of competition for the contract.
