Advanced Tactical Data Networking Effort

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source contract to Northrop Grumman Corporation (NGC) for the design, software development, testing, and evaluation of the E-2D Mission Computer and Displays (MCD) software. The contract aims to provide information to architect and evaluate low latency data routing using existing datalinks. The project duration is anticipated to be 24 months after contract award. • The contract is for non-recurring efforts necessary for the design, software development, testing, and evaluation of the E-2D MCD software. • The contract type is Cost Plus-Fixed Fee (CPFF). • The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’.
