Description

The Department of State's Office to Monitor and Combat Trafficking in Persons (TIP Office) is seeking statements of interest for the Program to End Modern Slavery (PEMS). The goal of PEMS is to measurably and substantially reduce the prevalence of human trafficking in targeted populations in partner countries and jurisdictions. The TIP Office plans to issue multiple awards with a project duration not to exceed 60 months. Typical PEMS awards are in the $3-12 million range, but statements of interest outside of this range will be accepted, with a lower threshold of $1.5 million. Some key points to consider: • Eligible applicants include U.S.-based and foreign non-profits, non-governmental organizations, for-profit organizations, institutions of higher education, and public international organizations. • The TIP Office will evaluate applications based on their own merits, using criteria outlined in the statement of interest. • Applicants must propose and justify the chosen locale, and may propose a regional or multi-country project. • The TIP Office prioritizes the use of experimental methods in research, monitoring, and evaluation, and strongly encourages the use of randomized controlled trials. • Prevalence reduction means a demonstrable decrease in the level of prevalence of victims of human trafficking, and the baseline prevalence estimate should be established at the start of the project.
