Description
This RFP seeks a statewide provider to deliver Early Care and Education (ECE) Technical Assistance across Maine. The contractor will staff up to 9.5 FTEs (9 specialists and a half‑time supervisor) to coach, navigate, and facilitate professional learning communities for ECE providers, ensure compliance with health, safety, licensing, and quality standards, and manage data collection and reporting. Performance is measured by timely contact with referrals and inclusion of CLASS observations in coaching. The contract runs from Jan 1 2027 to Dec 31 2028 with two optional one‑year renewals. Key responsibilities include:
• Provide no‑cost technical assistance (coaching, navigation, PLC facilitation) to ECE providers statewide, covering health & safety, licensing, curriculum, staffing, and business practices.
• Equip specialists with required office technology and travel capability (≤ 2‑hour car trips).
• Submit quarterly performance‑measure reports, monthly data reports, and an annual outreach plan as per Department templates.
• Maintain staffing caps (9 FTE specialists, 0.5 FTE supervisor) and adhere to Department‑approved data‑collection tools.
