Notice of Intent to Sole Source

The US Navy is seeking a contractor to provide mobile telecommunications services to support command, control, computer, communications, and intelligence (C4I) for real-world operations and exercises. The services will be provided at NAVSTA Rota and worldwide locations for official and approved unofficial users. The contractor will be required to provide secure and reliable voice, messaging, video, and data telecommunications services, as well as maintenance, upgrades, and updates to devices and services. The contract period will be from 25 June 2026 to 24 June 2031. Key requirements include: • Providing E-1 PSTN (ISDN PRI) trunk connections to the NCTAMS LANT DET Rota telephone switch • Providing PSTN cellphone number assignments • Providing a listing of available GSM Android and iPhone cellphone devices • Providing flat rate data plans for Internet access for mobile device users • Providing a billing or invoicing system available to the Base Communications Office • Providing standard traffic analysis reports on a quarterly basis
