Sidewalk Improvements for Disabled Accessibility, I-135 (FY26-27)

The City of Torrance is seeking a qualified contractor to replace and upgrade sidewalks, curbs, gutters, and related accessibility features along the I‑135 corridor. The work includes demolition of existing precast concrete elements, installation of new 3½‑inch PCC sidewalks, curb and gutter construction, detectable warning surfaces, concrete grinding, traffic control, storm‑water (NPDES) compliance, and extensive landscaping (tree removal, root pruning, new tree planting, and a 180‑day maintenance period). The contract is a fixed‑price, lump‑sum award with a 100‑working‑day construction schedule and requires extensive federal, state, and local compliance documentation (Davis‑Bacon, HUD Section 3, Buy‑America, EEO, etc.). • Remove and replace existing precast concrete sidewalks, curbs, gutters, and cross gutters with new PCC units per Caltrans standards. • Provide ADA‑compliant detectable warning surfaces, concrete grinding, traffic‑control services, and NPDES storm‑water compliance. • Perform extensive tree and landscaping work, including biological surveys, root pruning, removal of 76 trees, and planting of new parkway trees with a 180‑day maintenance guarantee. • Submit a complete bid package that includes a 10 % bid bond, numerous certifications (EEO, Section 3, HUD‑4010, Buy‑America), and a detailed construction schedule.
