Description

The Tennessee Wildlife Resources Agency is seeking a single‑award, two‑year contract to supply approximately 475 thousand pounds of commercial fish feed for its hatcheries and lake feeders. The solicitation requires delivery of a wide range of fry, slow‑sinking, pigmented, broodstock, and floating pellets meeting strict nutritional and quality specifications, with all shipments FOB destination and strict timelines for delivery, inspection, and replacement of non‑conforming feed. Vendors must be registered in the Tennessee Edison Supplier Portal, hold a valid state contractor license, provide tax registration, insurance certificates, and multiple compliance certifications (Iran divestment, foreign‑adversary, non‑collusion, etc.). The award will be based on the lowest responsive cost, with firm‑price terms for the first year and price‑adjustment mechanisms thereafter. • Required feed types include granules, extruded slow‑sinking pellets (1.2‑6 mm), and floating pellets (2.5‑5.5 mm) with specific protein, ash, fat, moisture, and fiber limits. • Delivery must be completed by 08/25/2026, with all shipments made to TWRA headquarters in Nashville, TN, and to nine designated hatcheries across the state. • Vendor must absorb costs for any rejected or contaminated feed, meet a 10‑business‑day replacement window, and maintain records for five years post‑contract.

Budget estimate

$400,000 – $1,200,000

Based on the total quantity (~475,000 lb) and typical market prices for commercial fish feed ranging from $0.80 to $2.50 per pound, the contract value is likely between $380,000 and $1,190,000. Additional costs for compliance documentation, insurance, and potential price adjustments could raise the upper end, while competitive pricing may push the lower end. Therefore a reasonable estimate is roughly $400k‑$1.2M over the two‑year term.
