Description

The U.S. Department of Education is conducting market research to determine if sufficient interest and capability exist in the marketplace for the National Postsecondary Student Aid Study 2027-28 (NPSAS:28). The study will provide information about the costs of postsecondary education and how students and their families pay for these costs. The proposed contract includes a 60-month base period and optional tasks spanning a possible additional 60 months. The contract will be awarded to a qualified entity for the purpose of conducting NPSAS:28 and follow-ups in the NPSAS family of studies. • The study will include a student survey and extracts from administrative data sources. • The contract includes optional tasks designed to conduct an additional NPSAS study using administrative data only, add a state representative sample to NPSAS:28, match administrative records for prior longitudinal cohorts, and conduct follow-up interviews. • The U.S. Department of Education is seeking capability statements from eligible, interested parties. • The capability statements should include information about the entity's name and address, contact information, and whether the entity believes that the DRAFT PWS contains any unduly restrictive language or content.

Budget estimate

$5,000,000 – $20,000,000

The budget for this contract is likely to be in the range of $5 million to $20 million, based on the scope of the project and the fact that it involves conducting a national study and collecting data from multiple sources. The contract includes a 60-month base period and optional tasks spanning a possible additional 60 months, which suggests that the total budget could be higher. Additionally, the fact that the U.S. Department of Education is seeking a contractor to conduct the study suggests that the budget could be higher than if the study were being conducted in-house. Factors that may influence the likely payment range include the complexity of the study, the number of participants, and the level of expertise required to conduct the study.
