Description
The City of Worcester seeks a qualified consultant to review and update the All‑Hazards Public Health Response Plan Framework for up to 45 municipalities within the Region 2 Health and Medical Coordinating Coalition. The work includes extensive community engagement, revision of multiple plan sections, creation of additional annexes, and ongoing monthly reporting through June 30 2027.
• Conduct a minimum of two meetings (virtual or in‑person) with each of the 45 communities and document contacts by 12/31/2026.
• Update specific framework sections (hazards, demographics, response contacts, partner charts, roles, safety programs, etc.) and deliver the revised frameworks electronically by 03/31/2027.
• Provide monthly narrative reports, attend coalition meetings, and submit all required certifications (ICS 100, 200; NIMS 700) with a flat hourly rate covering travel; no AI‑generated content allowed.
