Description

The City of Deerfield Beach is seeking qualified firms to perform a comprehensive, city‑wide assessment of its street pavement, sidewalk network, traffic‑regulatory markings, and signage inventory. The scope includes condition, functionality, and safety evaluations, retroreflectivity testing of traffic signs, detailed GIS deliverables compatible with ArcGIS Pro, and data integration with Brightly Asset Essentials. The contractor must collect field data using mobile vehicles, follow specified ADA and FHWA standards, and provide final GIS layers, reports, and recommendations for remediation or replacement. • Assess roadway pavement condition and identify maintenance needs. • Inspect sidewalks for vertical displacement, spalling, cross‑slope, obstructions, and missing panels. • Inventory and evaluate traffic control signs for compliance with MUTCD retroreflectivity thresholds using visual inspection or calibrated retroreflectometer methods. • Capture all data in the field, upload to a secure portal, and deliver GIS datasets (ArcGIS Pro, NAD 1983 HARN StatePlane Florida East) with proper attribute standards. • Provide formatted import templates for Brightly Asset Essentials and support limited API integration if needed. • Participate in a mandatory pre‑proposal meeting on September 10, 2026; questions must be submitted by September 25, 2026. • Submit sealed electronic proposals via eProcurement by October 2, 2026.

Budget estimate

$250,000 – $500,000

The solicitation does not disclose a budget. Comparable citywide pavement and sidewalk condition assessments in similar Florida municipalities typically range from $250,000 to $500,000, depending on the extent of field data collection, GIS deliverables, and reporting depth. Given the inclusion of signage retroreflectivity testing, Brightly Asset Essentials integration, and a full GIS database, a realistic estimate for the contract value is between $250 k and $500 k. Factors influencing the final amount include the number of linear miles of roadway, sidewalk length, and the complexity of data integration required.
