Description

The U.S. Army Corps of Engineers is seeking information about the use of Project Labor Agreements (PLAs) for the Fire Island Inlet to Montauk Point (FIMP) project, specifically Contract 7a – Nonstructural Elevation IDIQ Project. The project involves nonstructural measures such as elevation, acquisition, floodproofing, and ringwalls for over 4,000 structures within the 10-year floodplain of the south shore of Suffolk County, Long Island, NY. The scope of design work includes designing a new foundation system and connections, and the scope of construction work includes disconnecting utilities, excavating around the building footprint, jacking up the structure, installing new foundation elements, and reconnecting utilities. The Government is considering the use of a PLA to promote economy and efficiency in federal procurement and is seeking comments from the construction community on the use of PLAs. Some key points to consider include: • The project will require multiple construction contractors and/or subcontractors employing workers in multiple crafts or trades. • There may be a shortage of skilled labor in the region. • The project will require an extended period of time to complete. • The use of a PLA may promote labor-management stability and ensure compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other relevant matters.

Budget estimate

$10,000,000 – $50,000,000

The budget for this project is difficult to estimate, as the document does not provide a specific budget or cost range. However, considering the project involves nonstructural measures for over 4,000 structures, the cost could be substantial. Factors that may influence the likely payment range include the cost of materials, labor, and equipment, as well as the complexity of the project and the need for specialized skills and expertise. A rough estimate could be in the range of $10 million to $50 million, but this is highly speculative and should be taken as a rough order of magnitude.
