System Transformation Consulting RFP—Due by 2pm on July 6, 2026

* The Alabama Department of Mental Health (ADMH) is seeking a consultant to provide mental health and substance use systems transformation consulting services. * The scope of work includes: + Developing and implementing infrastructure for housing resources + Implementing strategic plans for evidence-based supportive housing and assertive community treatment + Enhancing children's mental health services + Developing and implementing substance-use focused 1115 Waiver and other related activities * The consultant will work with public mental health and substance abuse providers to develop training and direct assistance with the above activities. * The contract is expected to start on October 1, 2026, and the consultant will be required to devote up to 2,750 hours to this work. * The evaluation criteria for proposals include: + Experience, stability, and reputation (35%) + Understanding of and responsiveness to the RFP (15%) + Expertise and knowledge of the requested service (35%) + Budget (15%)
