Description

The City of Denton is seeking a qualified contractor to execute the Neighborhood 7B & 8A Reconstruction project on the south side of Denton. The scope includes reconstruction of approximately 38,000 square yards of asphalt roadway, replacement of 4,800 linear feet of 8‑in. and 12‑in. water mains, and lining of 1,800 linear feet of 8‑in. sanitary sewer. The total project budget is about $9 million and covers construction, design, soft costs, and right‑of‑way acquisition. Bidders must submit a sealed hard‑copy proposal with original bid bonds, complete required forms (past‑experience, key‑personnel resumes, unit‑price spreadsheet, safety records, etc.), and adhere to Texas prevailing‑wage and bonding requirements. A non‑mandatory pre‑proposal conference and site walk‑through will be held on 14 Sept 2026; questions are due by 22 Sept 2026, and final proposals are due by 7 Oct 2026. Evaluation will consider personnel qualifications, past performance, schedule, safety record, and price (40% weight). • Roadway reconstruction (38,000 SY) • Water‑main replacement (4,800 LF) • Sewer‑line lining (1,800 LF) • Budget ~ $9 M • Mandatory hard‑copy bid bonds • Pre‑proposal conference 14 Sept 2026 (optional) • Questions due 22 Sept 2026 • Proposal deadline 7 Oct 2026 • Evaluation criteria: personnel, experience, schedule, safety, price.

Budget estimate

$7,000,000 – $10,000,000

The solicitation lists a total project budget of approximately $9 million, which includes construction, design, soft costs, and right‑of‑way. Assuming the City awards the contract to a single prime contractor, the contractor’s revenue would be close to the full budget less any subcontractor payments and allowable profit margins. A reasonable low estimate might be $7 million (allowing for subcontractor pass‑throughs and contingencies), while a high estimate could approach $10 million if the contractor retains more of the design and soft‑cost components. Factors influencing the final budget include the final negotiated price, scope changes, and the contractor’s cost‑plus versus fixed‑price approach.
