The Illinois Department of Human Services is seeking applicants to provide a Living Room Program, a crisis respite program with services and supports designed to break the cycle of psychiatric hospitalization. The program will provide a safe, inviting, home-like atmosphere where individuals can calmly process a crisis event and learn and apply wellness strategies. The program will be staffed by Peer Recovery Support Specialists and will operate 24 hours a day, 365 days a year. The grant award will range from $750,000 to $1,400,000, and the grant period will begin on July 1, 2026, and continue through June 30, 2027. Key services and supports will include peer welcome, screening, referral/linkage, on-site services and support, transportation, and short-term follow-up. • The program will serve individuals 18 years and older who are experiencing crises. • The program will be staffed by a minimum of two people, at least one of whom must be a Certified Recovery Support Specialist (CRSS) who is providing services from the peer perspective. • The program will have immediate access to a Qualified Mental Health Professional (QMHP) for consultation and support. • The program will develop and implement an outreach and engagement plan to connect with guests from diverse communities and increase community awareness of the program. • The program will provide training and technical assistance to staff, including a two-hour DBHR video-based training and 16 hours of CRSS/CPRS training annually.
