California’s Office of Energy Infrastructure Safety is seeking a single senior‑level consultant to act as Senior Technical Lead (STL) for a two‑year professional‑services contract. The consultant will provide expertise in optimizing the agency’s Cornerstone OnDemand Learning Management System, improve user experience, manage data and reporting, deliver training and support, and ensure compliance and security. The work is performed remotely, billed hourly under the State’s TDDC Master Services Agreement, with a ceiling of $250,000 and an optional 12‑month extension. Respondents must already hold a current TDDC MSA, meet strict minimum qualifications, submit a detailed cost worksheet, and disclose any use of generative AI or foreign business activity.
