The City of Colorado Springs is issuing an RFI to collect market information on enterprise‑wide cellular voice and data services, including public‑safety communications, coverage‑enhancement solutions, and a centralized device‑management portal. The objective is to evaluate carriers and technologies that can support roughly 2,400 connected devices across the city and El Paso County, with emphasis on reliability, resiliency, and priority access for emergency responders. A potential 30‑day pilot (zero‑cost) may be awarded to a vendor that can demonstrate coverage, provide activated devices, and supply performance dashboards.
• Mandatory capabilities: full citywide coverage, public‑safety priority access, centralized ordering/administration portal, security compliance (CJIS, HIPAA, WCAG 2.1 AA), and support for a variety of device types (smartphones, rugged tablets, hotspots, vehicle‑mounted modems, IoT).
• Desired capabilities: eSIM support, GIS‑compatible coverage data, API integration with PeopleSoft, and future 5G/satellite enhancements.
• Vendor must respond by Nov 5 2026 via BidNet and may be invited to a subsequent RFP for a larger contract.
