"Continuous" Special Financing District Consultant and/or Financial and Economic Consultant

The City of San Diego is establishing a five‑year “pool” of pre‑qualified consulting firms that can be called upon to provide special‑financing‑district consulting and/or financial and economic consulting services on a project‑by‑project basis. Qualified firms must demonstrate relevant experience, meet equal‑opportunity and certification requirements, and achieve a minimum qualification score. The pool runs from March 1 2021 through February 28 2026, with two possible one‑year extensions, after which the City may issue individual task‑order RFPs to firms in the pool. • Scope includes creation, financing, and management of Community Facilities Districts, Assessment Districts, and other special‑purpose financing districts, plus revenue forecasting, economic impact analyses, and feasibility studies. • Firms must submit a complete, electronically signed qualification package via the PlanetBids e‑bidding system, achieve at least 60 points out of 100, and comply with extensive equal‑opportunity, bonding, insurance, and reporting requirements. • The solicitation does not disclose specific contract values; compensation will be negotiated per individual task‑order agreements after firms are placed in the pool.
