RFP: High Level Governance & Financial Review (due 11/13)

The Edward Farrar Utility District (EFUD) is seeking a qualified consulting firm to conduct a Phase 1 high‑level governance and financial review of its charter, board structure, financial trajectory, and infrastructure reserve capacity, and to gather limited public input. The consultant will deliver a concise, independent assessment for EFUD’s Board of Utility Commissioners and District voters, culminating in draft and final reports plus public presentations. • Review EFUD charter, recent budgets, financial statements, and related documents; produce a work‑plan memo. • Assess governance structure, identify strengths/weaknesses, and suggest charter amendment ideas. • Perform high‑level financial analysis, create trend charts, and conduct sensitivity scenarios for rate impacts. • Evaluate water‑sewer infrastructure condition and reserve capacity qualitatively. • Conduct 10‑15 low‑cost stakeholder interviews/surveys, summarize themes. • Develop options, recommendations, slide decks, and present findings both publicly and to the Board.
