Description
This solicitation seeks a consultant to design and implement an enterprise‑wide data‑governance program for Chugach Electric Association. Phase 1 is a six‑month, firm‑fixed‑price effort that establishes a governance framework, data‑classification standards, source‑system inventory, and a maturity baseline, laying the groundwork for future data‑cleanup, migration, and data‑lake initiatives. The contractor must have completed at least three data‑governance projects in the past five years, preferably in the utility sector, and will deliver a current‑state findings report along with optional proposals for Phase 2 and Phase 3.
• Build a DAMA‑DMBOK‑aligned data‑governance framework and DCAM maturity baseline.
• Create a data‑classification standard, ownership/stewardship model, and enterprise source‑system inventory (including legacy Municipal Light & Power systems).
• Produce a source‑of‑truth register and a detailed current‑state findings report; optional fixed‑price proposals for subsequent phases.
