Transportation Data Management System RFP

The State of Michigan’s Department of Technology, Management and Budget is seeking a commercial‑off‑the‑shelf (COTS) or SaaS traffic data management platform to support its federally mandated traffic monitoring program across a 120,000‑mile road network. The solution must ingest, validate, store, and analyze raw traffic counts from a variety of devices, generate required FHWA statistics, provide GIS‑enabled map views, and integrate with existing Esri Roads & Highways data. It must also support HPMS processing, count planning, quality‑control workflows, non‑motorized data, reporting dashboards, and secure role‑based access. The contract is anticipated to begin July 6 2027, with a comprehensive technical and functional scope that will require implementation, training, and ongoing support. • COTS/SaaS platform that handles bulk and single‑file traffic data uploads, multiple data formats, and continuous station feeds. • Full integration with MDOT’s ESRI R&H GIS layers and FHWA reporting (MAP‑21) requirements. • Modules for count planning, scheduling, task lifecycle management, and quality‑control review. • Advanced analytics: AADT/CAADT/PAADT calculations, trend analysis, non‑motorized (pedestrian/bicycle) statistics. • Role‑based security, dashboards, configurable reporting, and data export capabilities. • Required compliance with data security, disaster‑recovery, and transition plans.
